I am working to encourage and support the continuation of a variety of efforts that are improving the operation and financial well-being of the Town.

Town operations

Town staff

I support the continuous work to meet the emerging service needs of Acton residents by adding positions without increasing headcount through the reorganization of Town departments. Positions in the Land Use, Health, Library, and Town Manager departments have been restructured to enable the addition of a Teen Librarian, Communications Specialist, Clinician, and more. Additionally, several positions are shared regionally, a cost effective way to provide services that don’t require a full-time position – public health nurse, inspectors, and veterans services officer.

Town initiatives & studies

While employing studies as part of planning processes costs money, they ultimately result in better transparency, public engagement, and decision making. I participated in the Economic Development Strategic Plan initiative, the Habitat for All working group, the Acton Libraries Strategic Planning Advisory Committee, the Memorial Library Redesign feasibility study, the Housing Production Plan and Open Space and Recreation Plan updates, the school district’s AB Forward focus group, and several Complete Streets public forums.

Regional collaborations

Acton is involved in several regional collaborations and Select Board support of these is critical for scaled cost savings, improved efficiencies and cooperative relations with neighboring communities. I have been involved with the Powder Mill Corridor cooperative initiative with Maynard, the Climate Collaborative recently launched by the Metropolitan Area Planning Council, the Organization for the Assabet, Sudbury and Concord Rivers, and the town of Concord.

Earmarks & grants

Town staff have been extremely successful in securing earmarks and grants which offset the cost burden of projects, purchases, and initiatives, such as the construction of affordable housing, the removal of a hazardous dam, improving energy efficiency in Town facilities, planning initiatives, safety and medical equipment for the Fire Department, and many more. This leads to savings for Acton taxpayers, and I would continue to support initiatives like these.

Continued efforts

Communication & Public Engagement

The Select Board meeting structure and Open Meeting Law constraints can sometimes lead to frustration for residents. Meaningful dialogue is not always possible in this format. I have addressed this by encouraging more robust liaison reporting during Member Updates, engaging regularly on social media to share events and other news, respond with accurate answers to queries and post links to documents, meeting 1:1 with residents and volunteers, and supporting the Acton Exchange, our local news source. Offering a short term goal to create a communications position that was adopted by the board, the Town now has staff dedicated to timely and effective dissemination of important information, first funded by a grant, and now through a reorganization of the Town Manager Department. I am committed to continued sharing of accurate information to residents and visitors on the many platforms available: social media, news, email, and public forums.

Regular progress checks

I value follow through, so I support the delivery of regular progress reports so residents can be sure that action is being taken to meet the established short and long term Select Board goals. Reprioritization is a necessary part of governance, but any shift in goals should be made transparent and communicated to the public.

Another check that is needed is of board/committee work. Select Board Liaisons are a vital link between the many volunteer bodies that support the Town’s governance, and I am working to strengthen this link. I encourage committees to provide in-person updates on their goals and progress, and support reassessment of their official charges when appropriate. 

Collaboration and comprehensive/cohesive planning

The Town is due for an updated Comprehensive Community Plan; the last one was adopted in 2012. This is a priority that I will bring to the board’s goal setting process. Acton recently updated its Housing Production Plan, Open Space and Recreation, Open Space and Recreation Plan, and we created an Economic Strategic Development Plan. Currently, a Community Health Needs Assessment and Equity Audit are underway, and a South Acton Revitilization and Cultural Arts Strategic Plan effort is launching. These planning documents are critical for guiding the Town’s staff, boards and committees as they go about their work. The documents outline shared values, visions, and set forth action items to see that vision come to fruition.

I am currently working with another board member to advance the long-term goal of improving recruitment, reappointment and onboarding for the many volunteers who serve on boards and committees, including improved familiarity of these important planning documents. It is crucial that decisions accurately reflect the values and goals of the Town. 

Other key relationships are those between the Town of Acton, the Acton Water District, the Acton Boxborough Regional School District, and the Acton Housing Authority, all separate legal entities. I work diligently to maintain communication by regularly attending public meetings of these entities, and sharing information with officials to ensure that good decision making is happening.

Business/Taxes/Affordability

Fiscally responsible and sustainable budgeting. I’ve been a key partner in the Town’s cooperative financial planning work with the Finance and School Committee. Officials engage in concerted efforts to keep annual budget growth to a minimum and pursue other sources of revenue to ease the financial burden on Acton’s taxpayers while maintaining excellent services and schools. The Town’s practice of conducting studies before project implementation can help save money in the long run.

Affordability for all. I have been engaged in exploring additional tax relief programs by connecting with elected officials in other towns. I’ve advocated for increased funding for the existing programs available to seniors and low income residents of any age. I also support the town’s efforts to educate, empower, and engage Acton’s renters. I am currently enrolled in a Housing Leadership Academy, run by CHAPA (Citizens’ Housing & Planning Association), and I am learning from my peers in many communities around the state about innovative ways to improve the affordability of housing.

Environmentally and fiscally sustainable affordable housing. The request I brought to Town Meeting to fund a feasibility analysis for the creation of a rehab housing trust resulted in completion of the study by the Regional Housing Services Office. Although this analysis revealed that such a trust was not feasible in the current market, I was able to participate in another initiative to incentivize the construction of smaller, and more affordable homes. This new subdivision control law was approved at the 2025 Town Meeting. This year, Town Meeting voters will be able to vote on an amendment to the MBTA Communities overlay district zoning to increase the affordability requirement, an amendment that I advocated for.

Planning/Zoning

Zoning fixes. I support the zoning changes and tax agreements that are coming to Town Meeting and will benefit Acton’s business community to ensure a robust and growing business tax base. The recently adopted Open Space Residential Development subdivision control law protects valuable natural resource land at no cost to the town, and incentivizes smaller, more affordable homes.

Water protection. As liaison to the Water Resources Advisory Committee, Acton Water District, and Board of Health, I am working to improve collaboration between the Town and the Acton Water District, to analyze the best path forward to fund stormwater infrastructure management, and to advocate for wastewater practices and land use decisions that will protect the aquifers we rely on for our drinking water and limit flooding risks.

Climate change mitigation and resiliency. The impacts of climate change demand the attention of the Select Board. I support the Town’s recently adopted Climate Action Plan. I am a firm supporter regular assessment of the action items and plan updates as needed and informed. I am also active in the newly formed SuAsCo Climate Collaborative that will improve regional efforts to address floods, drought and water pollution in the 36 communities that are part of the SuAsCo watershed.

Town Assets & Resources

Wastewater management. The analysis of an independent Sewer Commission that I brought for Town Meeting’s consideration in 2023 was completed. Implementing the consultant’s recommendation will be one of my priorities for my coming term. The Water Resources Advisory Committee, at the direction of the Select Board, is currently reviewing the septic landscape in town, and will consider whether the creation of wastewater management districts is advisable.

Land protection. A significant Town asset is open space and the natural services this land provides, including flood control, clean water and air, carbon sequestration, passive recreation opportunities, and habitat for critical biodiversity. I am a strong advocate for the continued conservation of Acton’s open space, including forests, wetlands, meadows, and farms.

Public Health & Quality of Life

Traffic and pedestrian safety. I advocated for a Traffic Calming Policy (using the Town of Concord’s as a model) in my first year on the board. A policy was recently adopted, and provides an easy to understand flow chart of the process for residents, business owners, and visitors to bring concerns about traffic safety to the Town and the steps to be followed to address those concerns.

Equity. All residents have a right to full access to participation in Town life: community, civic engagement, services, and resources. I am strongly committed to uplifting the voices of historically under-represented stakeholders. I will continue to engage in work to discover what barriers exist to their civic engagement, and identify ways to remove those barriers, ensuring that all are adequately represented by the local government.
